The Pune Metropolitan Region Development Authority (PMRDA) Development Plan is administered by PMRDA, established by the Government of Maharashtra in 2015 under the Maharashtra Regional and Town Planning Act, 1966. PMRDA has jurisdiction over approximately 7,246 square kilometres, and the Draft Development Plan 2021 covers approximately 6,052 sq km across 814 villages spanning 9 talukas of Pune district.

PMRDA functions as the Special Planning Authority (SPA) for 697 villages of the Pune Metropolitan Region (excluding their gaothan areas), and additionally for 23 villages newly merged into the Pune Municipal Corporation. The plan defines zoning, road alignments, reservations and Town Planning Schemes for the peripheral metropolitan area outside the core PMC and PCMC limits — including the high-growth fringe along the Hinjewadi IT corridor, the Mumbai-Pune Expressway buffer, the Pune-Nashik Highway corridor, and the Pune-Solapur Highway corridor.

Under the PMRDA Masterplan, Agricultural Non-Development Zone land cannot be used for private residential construction unless brought under a formal Town Planning Scheme approved by the state government.
