The Kharghar / Panvel Municipal Corporation Development Plan covers Kharghar and the surrounding CIDCO nodes within the larger Panvel Municipal Corporation jurisdiction. Panvel Municipal Corporation (PMC) was upgraded from a Municipal Council in 2016 and covers approximately 110 square kilometres across 29 revenue villages of Panvel taluka — including CIDCO’s planned nodes of Taloja, Kharghar, Kalamboli, Kamothe and New Panvel.
Although Panvel Municipal Corporation is the principal civic body for the area, the City and Industrial Development Corporation of Maharashtra (CIDCO) continues as the planning and development authority specifically for the Kharghar, Taloje Pachnand, Owe, Navde and Pendhar nodes — pursuant to a Government Resolution issued at the time of PMC’s formation which stipulated that CIDCO will retain its planning role for these nodes until the development of each node is fully completed.
Kharghar itself was developed by CIDCO as a sector-based residential and institutional new town within Navi Mumbai, anchored by the Central Park, the Tata Memorial Cancer Centre, ITC Maratha, the Pendhar Golf Course and the Kharghar railway station on the Harbour Line.
