Navi Mumbai Municipal Corporation Development Plan — key details
The Navi Mumbai Municipal Corporation (NMMC) Development Plan is administered by NMMC under the Maharashtra Regional and Town Planning Act, 1966. The corporation came into existence on 1 January 1992, with jurisdiction covering 29 villages from the original Navi Mumbai project area and a further 15 villages from the Kalyan complex area — 44 villages in total.
The original Development Plan for the wider Navi Mumbai region was sanctioned by the State Government in 1979-80 and came into effect from 1 March 1980 — this plan was structural in nature and was prepared by CIDCO, which was empowered under the MRTP Act to plan and develop Navi Mumbai. Out of the 44 villages within NMMC’s jurisdiction, 29 are part of the CIDCO-sanctioned Development Plan. Planning powers were delegated to NMMC partly in 1994 and again in 2008, although CIDCO continues to hold rights over open plots within the NMMC jurisdiction.
Navi Mumbai’s CIDCO-planned nodes within NMMC limits include Vashi, Sanpada, Nerul, Belapur, Airoli, Ghansoli, Koparkhairane and Turbhe — anchored by the Thane-Belapur industrial corridor (Trans-Thane Creek industrial belt) and connected by the suburban Harbour and Trans-Harbour railway lines. The DP overlay on this page reflects NMMC’s and CIDCO’s published zoning, reservation and road-line boundaries georeferenced over satellite imagery.
