Palghar Development Plan — key details

The Palghar / Vasai-Virar Development Plan is administered by the Vasai-Virar City Municipal Corporation (VVCMC), the principal urban local body for the Vasai-Virar sub-region within Palghar district on the north-western edge of the Mumbai Metropolitan Region (MMR). The Government of Maharashtra appointed the City and Industrial Development Corporation (CIDCO) as the Special Planning Authority for the Vasai-Virar sub-region prior to VVCMC’s formation, and the Development Control Regulations for the sub-region took effect from 1 March 2004.

The plan area covers the dense urban clusters of Vasai, Virar, Nallasopara and Naigaon along the Mumbai Western Railway suburban corridor, plus the surrounding villages of Vasai and Virar tehsils. The area sits between the Vasai Creek (separating it from Mira-Bhayandar) and the Tungareshwar Wildlife Sanctuary, with extensive salt-pan lands, mangrove forests and Coastal Regulation Zone (CRZ) areas along the creek and the western coastline.
