The HMDA Master Plan 2031 adopts a radial-concentric structure of development, with new urban nodes and urban centres proposed in all directions from the GHMC core to promote balanced growth across the metropolitan region. A Peri-Urban Zone runs along the urban boundary to control sprawl and preserve resources at the periphery.

The plan covers zoning for residential, commercial, industrial, IT-corridor and conservation uses, infrastructure alignments for the Outer Ring Road and the Regional Ring Road, transit-oriented development zones along the Hyderabad Metro corridors, and the airport-influence zoning around the Rajiv Gandhi International Airport at Shamshabad.
