Bengaluru Development Plan — key details

The Bengaluru Development Plan, formally the Revised Master Plan (RMP), is administered by the Bangalore Development Authority (BDA) as the principal planning authority for the Bengaluru Metropolitan Area. The Government of Karnataka sanctioned the RMP 2015 prepared by BDA in 2007, and BDA published a Draft of the RMP 2031 in 2017 covering the next planning cycle.

Bengaluru’s planning authorities work in coordination with the Bruhat Bengaluru Mahanagara Palike (BBMP), the city’s urban local body. BDA handles master planning and large-scale infrastructure development, while BBMP handles building permits and civic services within its limits. Planning in Karnataka is governed by the Karnataka Town and Country Planning Act, 1961 (a different statutory framework from Maharashtra’s MRTP Act, 1966).

Major elements covered by the RMP include the Outer Ring Road and the Peripheral Ring Road, IT-corridor zoning around Whitefield, Electronic City and Sarjapur, and the Namma Metro (Bengaluru Metro Rail) alignments.
